The 6th Plenary Meeting of the IEC/SC8C was held

On September 18, 2024, the 6th Plenary Meeting of the IEC/SC8C Technical Subcommittee on Interconnected Power System Network Management was held, with part of the experts participating remotely. A total of 49 experts from 14 countries, including Australia, Canada, China, Denmark, France, Italy, and Japan, attended the meeting.



The meeting was co-chaired by Xue Feng, Secretary of IEC/SC8C, Chief Expert of State Grid, and Chief Expert of NARI, and Professor Ishii from Waseda University, Japan, who is the Chairman of IEC/SC8C.



Key resolutions from the meeting included:

  • The circulation of a new proposal submitted by the Chinese National Committee: "Guidelines for Carbon Emission Monitoring and Assessment in Interconnected Power Systems," which, after voting for project initiation, led to the dissolution of the special working group ahG5. A permanent working group focused on developing standards for carbon emission monitoring and assessment in interconnected power systems was established.
  • A circulated survey from the WG3 Working Group (Power System Stability Control) regarding the expansion of its name and scope.
  • The circulation of a survey regarding the requirements for the connection of large power sources to the grid and exploration of potential collaboration with the TC8 JWG10 Working Group (Connection of Distributed Energy and the Grid).
  • The registration of two new proposals from China, "Technical Report on Primary Frequency Regulation Systems for High Proportions of New Energy Systems" and "Technical Specifications for Grid Automatic Voltage Control," as new research projects within SC8C, to be overseen by WG3 (Power System Stability Control), with Dr. Li Bijun from NARI serving as the convener.


The meeting also decided to establish a project group for the "International General Guidelines for Green Power Access for Interconnected Power Systems," and to invite experts at the SC8C level to participate in this work. Additionally, it was decided to extend the validity period of the IEC 63384-1:2023 ED1 standard, "Guidelines for Power System Stability Control Framework Design," from 2025 to 2028. When it nears expiration, the maintenance of this standard will be handled by the original working group, WG3.
